PAS9980 Surveys are the new standard aimed at decreasing the risk of fire spreading through cladding systems and external walls. Published by BSI in 2022, the standards are designed to be used by fire engineers and other building professionals tasked with advising on the risk of such constructions in existing blocks of flats, as well as those who make decisions based on the outcomes of these assessments.
F&RM spoke to Dorian Lawrence, Managing Director PAS9980 Surveys London of Oakleaf Surveying, about PAS9980 and what it means for the industry.
The standard is primarily aimed at buildings in England, as it references legislation relevant to that country, however, it can be applied across the UK, as long as consideration is given to apply it within the context of the appropriate regulatory regime and supporting guidance. It applies primarily to multistorey blocks of flats, but also extends to student accommodation, sheltered and specialised housing and buildings converted into flats if they are similar in nature to purpose-built blocks of flats in terms of general fire strategy and means of escape.
It is not a legal requirement, but the Government’s building safety guidance published in January 2020 and new mortgage lending criteria mean that a PAS9980 assessment is often required before a mortgage application can be approved. The assessment is a much more comprehensive process than the EWS1 form, and if it shows that the building may be at risk, it can have a significant impact on whether or not a mortgage can be offered.
There is a shortage of people with the right skills to carry out PAS9980 assessments and complete EWS1 forms. Government funding of almost PS700,000 to train assessors has been announced since January, but it will take some time for the training to filter down into the market and for a sufficient number of qualified individuals to be available to do the work.
